Frequently Asked Questions
Your questions, answered simply and clearly.
High complex needs refer to individuals who require intensive, specialised support due to a combination of medical, behavioural, psychosocial, or environmental factors. These needs often impact a person’s ability to live independently, engage in the community, or manage daily tasks without significant assistance.
Under the National Disability Insurance Scheme (NDIS), people with high complex needs are eligible for tailored supports to help them achieve their goals, maintain safety, and improve quality of life.

The NDIS uses a complexity framework to assess a person’s needs. This considers:
- The intensity, frequency, and duration of support required
- The level of medical or clinical care needed
- The impact on everyday life, relationships, and community participation
This assessment helps determine the type and level of support funding a participant may receive.
High complex needs may include (but are not limited to):
- Medical conditions:
- Diabetes management
- Epilepsy and high-risk seizures
- Respiratory issues
- Spinal cord injuries
- Multiple sclerosis

- Tracheostomy or catheter care
Behavioural challenges:
- Aggression or violence
- Self-harm or injury
- Property destruction
